But in the context of the present question, the distinction seems ro me to be negligible. I do think the difference for those who have it is to do with length and maybe a different onset for the diphthong as jann suggests. And it is related to whether the following consonant is voiced or unvoiced compare white and wide : my diphthong is shorter for the former. As Eiffel has an unvoiced consonant following the first vowel, the choice of the shorter form of the diphthong is not surprising.
Where I live, rice and rise have two very different kinds of "long i " sound, and the difference is not at all what has been described. The difference is that long i before an unvoiced consonant in the same word is approximately the "standard" diphthong, but long i elsewhere is usually a unique monophthong, fully open but centralized.
