You just contradicted yourself. Scourge Strike, even though it's a melee skill, hits for shadow damage therefore is sucessible to any magical resist mechanic, include being partially resisted. Sigh, please read any post made by Shamans over the last several years. Let me reiterate more clearly Scourge Strike is a melee swing like Frost strike that does it's damage as shadow and so does have the ability to be partially resisted.
However this does not change the fact that you are wasting your time putting Spell Penn on your cloak. This has been stated ad nauseum for the last 2 years on every WoW board, and I am not sure why we are repeating. Finally, just because someone is in a higher guild doesn't mean they know anything about their class. I just crushed a dk in 10 man Naxx who raids Ulduar, why because he had a bad rotation translation: good guild does not mean smart player.

Post by Spiattalo Afaik every PvP guide suggests getting at least 75 spell penetration, first random guide I found: from Tankspot Here's what wowwiki says about it: Especially in PvP, it is difficult to find a well-balanced amount of spell penetration.
Against targets with no resistance, it has no effect and as such is wasted. However, against targets with resistances, spell penetration is a powerful and, in terms of item values, cheap stat. Ideally, a caster should have exactly as much spell penetration as necessary to lower the target's resistance to zero.
In PvP, good spell penetration values are 40 to counter unimproved Mark of the Wild, 75 if the druid spent two points in Improved Mark of the Wild and 70 to counter various single-school resistance buffs, such as the Paladin's resistance auras ; these are usually enough. Here's a post from another forum that explains why you should gem for Spell Penetration.
Personally, as a Frost DK, I run with 75 spell pen. As you may guess yourself, it's a PvP stat since in PvE there will be other classes lowing bosses resistances. Post by Eleazer Stamina is not useless there are many dots and aoe damage you will take during a fight the more health the less chance you will die. Spell penn is useless in pve. Yesterday while fighting a disc priest I had my strangulate resisted 2 min cd wasted.
I have also seen my CoI's and mind freeze being resisted by resto druids. If you arena or PvP get at least 75 spell pen. That's a 2x20 spell pen gem 1 in the gloves and 1 in the pants in deadly and the 35 spell pen cloak enchant. For PvE spell pen might not be totally useless, but I wouldn't gem or enchant for it. As unholy your better off getting haste on you back piece and gemming for more str. As blood or frost you probably want to go with 22 agi if you do not have tailoring.
Never should have Agil on cloak. Don't make me smack you, Lynri ;p. In your own thread you stated Agil on cloak is the best.
I understand in Battlegrounds everyone will most likely have priest buff, so it is real good deal. Any arena master can give some light, how frequently its useful against some comps? Lightning bolt dmg against the same target with 75 spell penetration: No dmg reduce through resistance. I can confirm what Jakkre said, only on Blackrock CC spells will get resisted. That's why spell pen is more valuable on Blackrock than on other realms; not only does it increase your magical damage, it also prevents CC resists.
That being said, getting spell pen does increase your damage for a lot of classes, and is still worth getting very often. Casters usually run with, like, 3x spell pen gems and a spell pen cloak. As a UDK, spell pen gear is bad, so you'll also need the spell pen cloak enchant and maybe even some more spell pen gems in order to get enough. And yeah, I forgot to mention that CC spells are also "spells" essentially, so they can be fully resisted too.
That's the reason why DPriests get spell pen too, for example. Dispel, Mass Dispel, Psychic Scream February 8, Get spell pen.
